Stygia CraftingEDIT (3:05PM PT, 2/23): as of Shadowlands 9.0.5 PTR build 37705, the puzzle required to obtain the Bound Shadehound has been completely revamped, leaving all the information on this news post OUTDATED. and Stygia MaterialsStygia Delirium and the Rune Codex

The grappling location can be found at 23.0 68.4 and the Stygia Delirium platform is located at 24.0 75.5.

Be careful, as you DO have limited attempts, and if you fail enough times, you will not be able to attempt the puzzle again for TWO HOURS<Examining this codex reveals many pages are missing or torn. Of the pages intact, several runes inscribed upon the Stele are represented.

It seems three of the pages needed to understand the Shadehound diagram are missing. Perhaps finding the pages would allow you to translate and perform the ritual.>

can be found at the back of Death's Howl, one of the many caverns in the southern portion of the Beastwarrens. Night Fae Covenant members will recognize this cave as the place where they went to save Rezan from The Maw.

From the Intact Rune Codex:

<The first part of the translation explains the process of smithing an armored husk using metal forged from Stygia and a set of Soulforger's tools at the Forge of Domination.>

<The second part of the translation describes the process of using a binding altar to join a willing soul of an appropriate form retrieved from "the flow of the river" with the runed husk.>

<The final page describes runic magic that must be cast while mounted to bind the Shadehound to its rider.>

The Domination Keep grapple is located at 23.0 68.4 and once climbed to the highest platform, the Soulsteel Anvil is at 20.2 67.0.

Edit : saw the post of NeonKitten above, yeah, that checks out, but it's still a bit dumb from Blizzard. I'm not going to bother, I already got my Twisting Corridor mount. TBH, I thought the "no mounts" rule + the Eye of the Jailer was a cool idea, and I was fine with it...
