Eitrigg for Warchief!
Based on the text, this dialogue is tied exclusively to the Allied Race introduction quests where we go out on a diplomatic mission to recruit the Void Elves, Lightforged, Highmountain, or Nightborne. We know from Blizzcon that Zandalari and Dark Irons are tied to the new zones.I presume after completing our factions' two allied race recruitment, the faction leaders will disperse back to their capitals so long as they aren't on fire, and representatives for the new allies will fill out the embassy. This is because the overall feel of the dialogue seems to be focused entirely on Allied Races.
Hahaha, love the idea that Nathanos is jealous and salty that Sylvanas trusts us with these missions rather than him :D
Thank god for Nathanos. With all the NPCs kissing our butts, it's refreshing to see a character who's like "oh, not you again... '-_- "
Ji actually keeping his mouth shut? Wonders will never cease. Can't blame him for being nervous, though. Last time war between the mortals of Azeroth flared up, he was tortured and almost executed by his "leader".

Actually, player characters are not in charge of finding allies. Faction leaders are.
