I found a phasing issue caused by the Arborcide chain. I'm not sure at which point in the questline the issue surfaces but having started the chain and not finishing it before the 7th I was unable to see Foreman Glibbs when I approached him, I was able to see him before I got to him(thus the phasing issue).

Simply finishing the Arborcide chain SHOULD make him visible and eligible for turning in the quest.

I can confirm that the above advice worked for someone on my server to fix the phased NPC. I claimed a quick coin reward for helping the player out. He was extremely frustrated about this.
